I. Young, Jr., District 13, Board Vice Chair

I. Young, Jr. was first elected as the 13th District’s
County Legislator in 1995. In 1998, Young was chosen as the
Majority Whip and in 2002 he became the first African American
to hold the position of Majority Leader, one of the Board’s
highest leadership positions.
In addition to his diligence on budgetary matters and policy
issues, Young has remained vigilant on such issues as fair
labor practices, environmental justice and increased participation
of women and minority owned business enterprises and has supported
extensive legislation to promote economically challenged areas
in Westchester.
Young served on Mount Vernon’s Board
of Education for ten years. During his tenure on the Board,
he held various leadership positions including President and
Vice-President (a first for an African-American in both positions)
and Chairman of the Budget Committee.
Young remains an established community leader.
He has been recognized by numerous organizations for outstanding
community service and civic involvement, including The Boys
and Girls Club of Mount Vernon, who has inducted Mr. Young
into their Hall of Fame. He was also a recipient of the NYNEX
Black Achiever in Industry Award and was listed in Outstanding
Young Men in America.
Young earned his Bachelor of Arts degree from
Morehouse College in Atlanta, Georgia, where he was a member
of Alpha Phi Alpha Fraternity, Incorporated. He is an active
member of the Greater Centennial A.M.E. Zion Church in Mount
Vernon. Professionally, Young serves as President and CEO
of C.I. Young Real Properties and Amadev Contracting.
